Short-term rental rules in Portugal

Last checked: October 29, 2026

In Portugal, short-term rentals are 'Alojamento Local' (AL) and need a registration number before you take guests. The 2024 reform gave councils more control: Lisbon, Porto and other cities limit new registrations in busy areas.

At a glance

  • Register as Alojamento Local and get an RNAL number before hosting.
  • Show the AL number on every listing.
  • Councils can limit new AL in 'containment areas' (Lisbon, Porto…).
  • Report foreign guests within 3 working days of arrival.
  • Civil liability insurance is mandatory.
  • You open an activity with Finanças and declare the income.

Registration

AL registration (RNAL)

Required

Register online through the Balcão do Empreendedor (ePortugal) with a prior communication to your council, or at your council or a Loja do Cidadão. If the council doesn't object within the legal period, the registration document with your RNAL number lets you open to guests.

Containment areas

Watch out

Lisbon, Porto and other municipalities have containment areas where new AL registrations are limited or suspended. Check your council's AL rules before you buy or register.

Your building

Check locally

In apartment buildings, check the condominium rules (regulamento do condomínio) and talk to the administrator. Repeated problems with guests can lead to complaints to the council.

Listings and complaints book

Required

Show your AL number on every listing and advert, and keep a complaints book (livro de reclamações), including the electronic version.

Guests

Report foreign guests

Required

Report every non-Portuguese guest within 3 working days of arrival, and again when they leave, through the SIBA system.

Safety & insurance

Safety equipment

Required

Have a fire extinguisher, a fire blanket, a first aid kit and the national emergency number on display.

Insurance

Required

Civil liability insurance covering your guests and their stay is mandatory.

Taxes

Income tax

Tax

Open an activity with the tax authority (Finanças). Under the simplified regime, only part of your AL revenue counts as taxable income, a larger share in containment areas, and it's taxed at your IRS rate. Ask an accountant about the current coefficients.

Tourist tax

Check locally

Lisbon, Porto and many other councils charge a tourist tax per guest per night. Platforms collect it in some cities; check your council's rules.

EU rules

EU Regulation 2024/1028

Check locally

Since 20 May 2026, platforms must check your RNAL number before a listing stays live and share booking data with the authorities.

Your checklist

  1. Check your council's containment-area rules.
  2. Check your building's condominium rules.
  3. Register your AL online and get your RNAL number.
  4. Get civil liability insurance and the safety kit.
  5. Show the AL number on listings and keep a complaints book.
  6. Report foreign guests through SIBA within 3 working days.
  7. Open an activity with Finanças and declare the income.
